Difference between pinned Commands and commands in the palette?

possibly related to Pinned Commands not all available but I observe the contrary.

Define a new pinned command in the Vault settings and check if the command is pinned in the commands palette.

I observed that commands were available in the pinned commands settings but not in the command palette. Nevertheless, I did not assign any of the commands, despite it was my attention to do it.

This only happens in one of my vaults. Is there a setting I am missing?
