For some reason, if there are cyrillic letters (and I suppose any non-ASCII character) in a block ID, it turns to the regular piece of text, you can’t reference it.
Steps to reproduce
Create any link with cyrillic letters in it, for example ^тест.
Actual result
You have a regular piece of text.
