Cutsom Hotkeys are not working when Photoshop is open

I use Windows 10 PC with Obsidian 1.7.7 and Photoshop 25.6).
When I open Photoshop, custom hot keys stop working. Default things like ctrl+1 are still working, but hotskeys from plugins (like underline with ctrl+U) or custom hoteheys like transform to header-1 alt+1 are deaf.

Do you lose those hotkeys in other apps?

What about in web browsers (especially Chromium browsers I guess)?

If yes to both questions, I wonder if Photoshop has a “global” hotkey setting you can deactivate. Or if it’s a known bug.

If only yes in browsers, but not other apps, I wonder if it’s a Chromium bug.
