Creating a button on the left sidebar (where some plug-ins put their buttons)?

I’m not sure if this is possible, but is there a way to create a button, not in the editor, but on the left sidebar, where the buttons such as “Open graph view”, or “open command palette” are to be found?

What I’d like to do specifically is have a button that uses the Pandoc plugin to export a note to a .docx file. I know I could just either use the command palette or make a hotkey, but I’m curious if it’s possible to create such a button.

There is no functionality in Obsidian for this unless it is done through a plugin. I would suggest that you make a feature request, or post a plugin idea.
