Command - Backtick (cmd + `) hotkey configuration not allowed?

Things I have tried

I’ve checked my macs keyboard shortcuts for any conflicting commands—there was one but I reconfigured. I rebooted and tried again but still nothing.

What I’m trying to do

I want to set the ‘Toggle number list’ hotkey to (cmd +`). Am I missing something? Is it just not compatible?
