I tried to create a new vault synced by iCloud, but the system told me “no permisson”.
But I never turn off the permisson of Obsidian in iCloud. I’ ve already re-installed Obsidian on my iPhone and iPad many times, it still doesn’t work.
I know it sounds silly, but in your second screenshot can you try toggling the Obsidian permission OFF - ON, and then rebooting your phone/iPad?
Also, do you happen to have “Advanced Data Protection” enabled for iCloud Drive?
Thank you so much for your relply, unfortunately I tried all these ways you just said, and “Advanced Data Protection” is off, it still failed to sync to iCloud. 
I’m sorry to hear that didn’t help.
I had that message once when trying to create a new vault in iCloud Drive, but a reboot of the phone fixed it.
It’s happened to me and I’ve seen it mentioned here and on Discord occasionally. Hopefully someone can jump in with a better solution

I had good success with downloading the iCloud for Windows app
I have moved to a sync app called screen.garden.
The real time typing between multiple users and multiple devices is great.
