Can't rearrange headings when outline pane is scrolled down

Steps to reproduce

use attached md in obsidian with “outline” enabled, no 3rd party plugins.
View the ouline pane and rearrange the sub headings. Initially it works fine.

Then scroll down in the ouline pane. Now when you rearrange the sub headings the blue bar is “behind” the mouse curser and the rearrange becomes difficult (it still works if you focus on the curser location and ignore the blue bar). See recording
