Can I customize the "three dot menu"

I’m trying to refrain from asking dumb questions but maybe I’m dumb.

I’d like to customize the “three dot menu” but I haven’t yet figured out how. Does it have another name?

I would also like to assign a hot key to it.

Not that I know of, but there’s a plugin to customize the right-click menu (I haven’t used it).

The community plugin “Commander” allows customization of all menus. It may call that one the editor menu, I forget.
