Bullet list glitch in reading mode with empty bullet

The issue happens when you have a bullet without text and then either a bullet or checklist item on the next line.

Doesn’t seem to happen with numeric lists.

I think what’s happening is that a bullet list item only has height when it has text elements inside it to give it height.
The bullet <li> has less than 3px of height when it doesn’t have text in it.
