Bookmarks created for web viewer pages, will open defunct web viewer page when core plugin is disabled or on mobile, versus external browser

I can reproduce on iOS and MacOS as well.

We expect clicking a web viewer bookmark link to open an external link when web viewer is disabled, and on mobile. Neither of these are happening.

Updating title as it is not mobile only.
