Are the sync/publish lifetime early bird prices separate?

I was curious if the lifetime early bird pricing for sync applied to publish as well?

I.e. if I bought a year subscription for sync, would I also have a lifetime discount to publish as well, or is each lifetime discount separate?

In this case, I’m ready to buy sync right now, but I don’t have need for publish yet. I expect to want publish, but no reason to be paying for it when I’m not using it.
