If you take a look between the “Elected Members” headers on the dummy page and the real page, the spacing of the horizontal rule in relation to the headers is slightly different on each.
Since they’re attached to the text, they don’t respond to any variables I set for horizontal rules. I’m assuming it would be under body, rather than hr, but I can’t find the name of the variable I’d need to adjust. What would I need to do to alter them?
It’s most likely a bottom-border set on the headings creating the underlines. I’d look for that and see what paddings or margins are set (in general) for headings.
