Allow plugins to add Commands to the mobile toolbar

As discussed on Discord, it’d be amazing if plugins could allow commands created via addCommand to be added to the mobile toolbar.

This would allow plugin developers to extend the power of the toolbar quite a bit! E.g., Natural Language Dates’ insert time and date commands would satisfy [Feature Request] Current time and date in mobile toolbar.
