Additional context menu items appear after enabling, disabling, or reloading plugins

Steps to reproduce

In the sandbox

  1. Install a plugin (Gemmy in this example).
  2. In Settings > Community plugins installed plugins list, right-click the plugin then dismiss the context menu (press Esc or click elsewhere in the window).
  3. Press the Reload plugins icon.
  4. Right-click the plugin.

Expected result

The context menu after step 2 and step 4 are identical.

Actual result

After step 4, each menu item appears three times.

  • Refreshing plugins (icon click) adds two instances of each menu item.
  • Enabling the plugin (toggle) adds one instance.
  • Disabling the plugin (toggle) adds one instance.

The kebab menu is as expected. This issue occurs in the right-click menu.

Workarounds (to clear the excess menu options)

  • Navigate to another settings page then back
  • Close and reopen settings
