365 Admin Question - User wants to use Obsidian Importer with OneNote

What I’m trying to do

I am a 365 Admin for a college that provides 365 membership/licensing to our staff and students. One of our students wants to use the Obsidian Importer to move items from One Note to Obsidian but they are getting the following permission error not found in the Forums:
AADSTS900941: This operation can only be performed by an administrator.

I know this is a standard Microsoft Error message that basically states the end user doesn’t have the needed access but thus far all of the help documentation I find only refers to users with personal accounts. Does any documentation exist on the use of Obsidian with corporate/business/education admin managed 365 or should I advised this user and any future ones to perform manual download and conversions of their files for import?

Things I have tried

I have looked through the 365 Admin Portal, checked Forums and Reddit and found no solution to allowing the importer the needed safe access.

The error does not indicate that the users lacks needed access.
This is an error indicating that the app access request needs admin consent.

Below are some more information, but it is for Entra ID (previously called Azure Active Directory), I don’t know if it applies to 365 admin since I only have experience with Entra ID in an enterprise context, but it may hopefully point you in the right direction.
