This isn’t just an aesthetic problem — it blocks use of the toolbar. To use a toolbar button I have to scroll the highlight so it doesn’t overlap. I notice it more on phone than on tablet because of the smaller screen.
This person encountered the problem over a year ago but apparently it cleared up when they disabled plugins. Looks like they were using Advanced Mobile Toolbar or Commander, which I remember having at least one scroll-related bug (I’m using neither, anymore). I added “and cursor” to the thread title and merged in a report about that.
I expect the cursor to be covered by the header bar.
