I am trying to create a new note using a specific template with templater plugin but want to do so when no file is open. I have configured a hotkey for the template. When I try to press the hotkey or even use the command panel to bring up that template, I get the message “no active view. can’t append templates”. What am I doing wrong?

That is the normal Templater behavior when you click the left navigation Templater button “<%” when there is no note already open, blank or otherwise.

You would think that Templater would know there is no note open and force a new note to open, but it doesn’t do that.
