- make new line (enter)
- write
#tags - close (possible) tag suggestions by pressing esc
- run command Move line up (⌘P and search “mov”)

The line is moved up without tag suggestions popping up.

The line is moved up with tag suggestions showing.

Additional information
Moving the cursor into written tags using keyboard arrow keys ↑↓←→ doesn’t trigger tag suggestions. Similarly, when moving the cursor into tags and then moving the line up/down, one shouldn’t expect to see tag suggestions to show up.
