Tag drop-down menu + down arrow moves entire screen up

If you have a bunch of tags, and you type a # near the bottom of the editor screen, and then start pressing the down key to scroll through the tags, the entire editor window shifts up:

Instead, the drop-down menu should orient itself in the upward direction.
