Greetings,
Is there any plugin can can give me a sorted Table of Contents?

No. But you could use the Table of Contents plugin and then use the Sort & Permute Lines plugin on the result.

Just install “Sort & Permute” but I’m confused how to use it on the TOC.

Select the TOC, open the Command Palette, type “sort”, and choose one of the commands.

You can set a hotkey for command you use often, and on mobile you can add them to the toolbar.
