The FAQ reads:
If you are a single-person company, then you don’t require a commercial license. If your company has more than one employee, then yes, you need a commercial license.
I don’t know about exporting from Confluence, but this thread suggests there may be a plugin to help with that: Import Confluence space into Obsidian - #2
