Smooth scrolling gone from desktop but still on laptop

Things I have tried

Reinstalling, deleting all app data files and reinstalling, restarting, disable all plugins, disable themes

What I’m trying to do

Figure out why or what the variable is as to why my smooth scrolling is working on my laptop and not on my pc

I figured out it is Hardware Acceleration causing the problem, why would that be? I would think hardware acceleration being on would help but it makes it worse. I have a RTX 3090 FE and a i5 12700k

Update: Was a setting I had wrong in my NVIDA Control Panel
