Selective sync - excluding on folder (with sub-folders) from only one device

I’m trying to understand how Selective Sync with Obsidian Sync works. I could probably try things out, but want to avoid syncing files to devices that should have them.

In my main vault, I’ve a folder, with subfolders, for personal notes. I want that folder on my personal computer and my mobile devices, but not on my computer at work.

Is the folder list in the Selective Sync setting a representation of folders on that specific device or of the folder tree in the cloud? If I deselect a folder in the Selective Sync setting for the Sync-plugin, does that mean that the selected (local) folders aren’t synced to the cloud or that the selected (remote) folders aren’t synced from the cloud?
