Scandinavian characters do not work in block IDs

Steps to reproduce

Write a block of text, then write a block ID that contains scandinavian characters, e.g. ^Elämä.

Expected result

Obsidian should interpret ^Elämä the same way as^Elama.

Actual result

^Elämä shows up as literal text.

Environment

  • Operating system: Windows 10
  • Obsidian version: 0.12.10

Additional information

This probably affects some other special characters than scands, too.
The same thing has been fixed for tags: Please let me use UTF-8 tags
