Properties: Popover suggestion list moves to front / is still interactive during multi-step command palette actions

Steps to reproduce

  1. Populate 1 or more notes with values for a property (e.g. three books with a value for genre) so that suggestions appear when clicking into the empty editor for that property.
  2. With the suggestion popover is open, use the Command Palette to take any two-step action (e.g. Change Theme → [The Theme], Move current file to another folder → [The Folder])
  3. The suggestion popover gets reactivated once the second step in the Command Palette action is reached, blocking the options in the command palette and still allowing you to choose a suggestion.

Command Palette popover takes precedence / disallows direct interaction with property editors or note content while it’s open

Actual result

The property editor popover was obstructing the Command Palette
