Pop up in publish blocks from clicking the link

Use case or problem

I would like the pop-up in Publish to not block the link from being clicked.

Proposed solution

For it to be like Wikipedia: the link pops up in a way that doesn’t block the actual link from being clicked, should I want to click it.

This also works correctly in Andy’s notes. That would be perfect (his pop up on the side not blocking any text in the current note).

Current workaround (optional)

I find I have to use pop up OR Andy’s mode. I’d like to use both.
