PDF preview broken when dragging and dropping filename with # character

Steps to reproduce

Have a file named Invoice #147.pdf
Drag and drop into a page.

If the filename is renamed to something without the # character the previous works as expected.

Did you follow the troubleshooting guide? [Y/N]

The issue still happens in sandbox mode.

Expected result

I expect to see the PDF preview.
