Pdf opened in ios can not be scrolled up and down like in macos

Things I have tried

It shows pages in the pdf and it can not be scrolled up and down or scaled.

Is there any better solution to read pdf files in ios instead of the annotation plugin?

I have the same question. Is there a way to wire the mobile iOS app to the native PDF viewer? Or a PDF viewer that allows pinch zooming and swipe scrolling?
