Open link in new tab by default

Hi - is there a setting that I can use so that if I simply click a link (or press enter), the link will open in a new tab instead of the currently active window? I want to set the default behavior so that links open in new tabs and the CMD-ENTER or CMD-CLICK behavior to be that the link opens in the currently active window…

Mod Edit: This FR is specifically about always opening links in a NEW tab.
