Obsidian_to_anki issue. One target deck per file

I was getting really frustrated at when trying to create an anki flashcards for two separate target decks. I had

START
Basic 
Front: AA
Back: BB
TARGET DECK: Foo
END

Basic 
Front: BB
Back: CC
TARGET DECK: Bar
END

And I was getting two cards added to the Foo deck instead of one card getting add to the Foo deck and the other card getting added to the Bar deck. I had checked my settings and nothing was changed. I uninstalled reinstalled the plugin. But two different target decks per file just doesn’t work.
