I can reproduce this. The expected result should be as in Russian keyboard ⌘` despite Russian layout doesn’t have backtick in the corresponding key.
The problem occurs in various layouts including
- Danish layout
- Finnish layout
- Icelandic layout
- Norwegian layout
- Swedish layout
