There is no additional Vaults management GUI on the initial fresh Obsidian install:
It appears only if you set more that one vault. But if you delete all the vaults (except one), the new GUI don’t disappear, it is still visible. This may be confusing: it should disappear, if there is only one vault, or should be always On by default.
