[Mobile] Option to show mobile toolbar when keyboard is hidden

Use case or problem

Sometimes I am reordering list items using the swap line up/down commands on the mobile toolbar and want the toolbar visible while the keyboard is hidden since I am not using it. Unfortunately, there is no way to hide the keyboard without also hiding the toolbar.

Proposed solution

Add a setting or command to toggle the mobile toolbar’s visibility independently of the keyboard.
