Markdown Links: some URLencoded delimiters do not work (for example '&' %26)

[text](AI%20%26%20ML.md) points to file AL %26 ML (incorrect)

Related to Links including a colon in the domain/path component do not work, perhaps!

The URL scheme also doesn’t use the right encoding IIRC.

URL encoding is not applied uniformly.
If I create a link like: [2023-03-11 12:03](2023-03-11%2012%3A03) and then click on it to create a corresponding page then the link does get created but the display looks like:
2023-03-11 12%3A03
Notice how the %20 displays correctly but the %3A does not.

Please make all url encoding behave the same where display is concerned.
Or publish a way to have the desired display.
