Manually installed plugins don't show when no other plugins are installed

Steps to reproduce

  1. Create new vault
  2. Copy a plugin to .obsidian/plugins
  3. Settings → Community Plugins: disable strict mode

Expected result

Available plugin(s) show up in the list of community plugins.

Actual result

No plugin(s) shown.
“Reload plugins” icon not shown.

Additional information

Workaround: install any plugin from the official directory and click the “reload plugins” icon. The locally installed plugins now show up.
