Make Attachment folder persistent to renaming

Steps to reproduce

1. Set a folder as attachment folder
2. Rename that folder

Expected result

The folder is still used for attachments.

Actual result

The folder is no longer used for attachments, as it is still pointing to the old path in .obsidian/config

Environment

• Operating system: Windows 10
• Obsidian version: 0.6.7
