Links to Headers in Multiline Comments

Steps to reproduce

  1. Create a new note in Obsidian.
  2. Paste the following content into the note:
# Check Out this Obsidian Bug

[Link](https://www.example.com/new/link/broken)  %%
# H1

## H2

By [A1](https://www.example.com/idiot/1) [A2](https://www.example.com/idiot/2) and [A3](https://www.example.com/idiot/3)

  1. Try to create a link to the same document, and you will see the quick link screen displays the headers inside the comment.

Expected result

The software shouldn’t suggest that you link to headers inside a comment.

Actual result

You are suggested to create links inside a comment.

This behavior seems related to how multiline comments with headers are processed. Screenshots are attached to illustrate the issue.
