Im trying to link to a note from a pdf that works the same way in that notes can link to notes using [[note name]] is this possible at all?

There are more functionality within plugin which allow diff ways to display link
You can utlize feature groups/area to create links like [[you]] desire from pdfs and any excalidraw canvas
