Link to Local Files not Opening

I am unable to open local files with file:///.

For example, clicking the following link does nothing:
[Sample Image.png](file:///E:%5CVideo%5CImage%5CCSharp%5CImage.png)

I have disabled all community plug-ins and snippets.

Obsidian Version 0.13.24
Windows 11 Pro 10.0.22000 Build 22000
