When clicking link to header [[#Person 1]] anywhere (in text or header)
then ignore all headers that are just links to headers:
# [[#Person 1]]

### [[#Person 1]]
…
Current workaround (optional)
Add sign to header:
# [[#Person 1]] → # [[#Person 1]]_

This is important feature for games and RPG, where Person can be treated as
- character
- part of gruop
- part of place
- part of quest
