Currently the rename action works on the file the mouse hovers over.
IMO this is quite intuitive because on the operating system (Windows and Linux, don’t know Mac) the rename action works on the file that is actually selected.
In addition it breaks a keyboard only workflow because when the mouse is in the wrong place you accidentally rename a different file.
