In the hotkeys menu, support pressing individual modifier keys for hotkey searching

Use case or problem

I’d like to see all hotkeys that include the CMD ALT or CTRL keys when I do a hotkey search in the hotkeys setting section. I can search for hotkeys by pressing two or more keys but not when I press one.

Proposed solution

I press a single modifier key like the ALT key, the hotkeys search functionality shows all the hotkeys that include the modifier key.
