How to switch to files rather than open new instances

If I pin a file, when I open it from a link or one of the file explorers (Files, Starred, etc.), it doesn’t check for an open instance. Instead, the file is opened in a new tab.

This can lead to numerous instances open by accident, and a lot of clutter figuring out what is open where. (Which pane is open is hard to discern, so the new tab location feels unpredictable, too.)

Is there any way to control this behavior? look for an open instance and focus/switch there instead of opening another pane?

Preferably, there would still be a way to open a second instance, but just not default to that.

IDE style navigation (tab reuse on link opening, tab management, switch to already open note)
