How to render block link in Pandoc output?

I am trying to write an academic text with Obsidian, and thought I had a brilliant idea. However, it didn’t work. I hope someone knows a way to make it work.

In a note I have a block link like this: ![[Anarchism and Education#^ref-23928]]

In the note it perfectly shows the block, which reads:

One cannot, I argue, appreciate the complexity of the anarchist position on education without understanding the political and philosophical context from which it stems.

However, when I use Pandoc to generate a pdf from this note, the quote isn’t rendered in the pdf. Only the block reference – ![[Anarchism and Education#^ref-23928]] – is rendered in the pdf, which is no good. I used the ! in front of the block link, expecting the quote, as shown in the note, to also be shown in the pdf output. But no. Is there a way to do this?
