Steps to reproduce
- Open the Settings and go to Hotkeys
- Click the filter button and select Assigned
- Choose any command and delete its hotkey so that Blank appears
- Click the filter button again and select Assigned by me
- Find the command whose hotkey was removed in this view

Yes, this bug occurs in the sandbox vault as well as my own.
Expected result
I expected the Assigned by me hotkeys view to contain only commands that have 1 or more hotkeys assigned by me, and not a command whose hotkey was Blanked.
Actual result
The Blanked command appears in the Assigned by me filtered view
