Holding ctrl/cmd should "reverse" (instead of turning on) page review

Use case or problem

Page preview blocks stuff when the window is more narrow.

Being able to page-preview without needing to hold Ctrl is very useful for me at most times. However, under some circumstances (opening multiple panes for example), the pop-up page might block other stuff, and it is troublesome to turn off page preview just for a short while.

Proposed solution

Currently, holding Ctrl activates page preview on all links, including the ones that didn’t require Ctrl.
I propose that for these pages, holding Ctrl instead stops them from being previewed. (Currently, holding Ctrl for these pages is a redundancy.)
(Other behaviors are unmodified, so most users won’t even notice a change.)
