I don’t think folks have narrowed down the culprit yet, but there have been similar posts recently.
Hello everyone,
I have a small issue with the Obsidian interface. When I navigate through folders and files in the left sidebar, sometimes the names of certain files remain outlined (with a border around them), which is visually annoying. Is there a way to disable or remove this persistent outlining?

So I often have perma-bordered file explorer elements even when not selected:

I am not sure why or how?
It will sometimes even be for files I have not opened during the session.
What gives?
How can I troubleshoot?
The link to the troubleshooting steps are in both. Remember to restart Obsidian or close-open the vault when turning off plugins one-by-one. Not all plugins are unloaded with just turning them off.
