`has tag` filter operator resets to `links to` when all tags removed

Steps to reproduce

1. Add a filter to bases with file has tag
2. Add a single tag
3. Realize you added the wrong tag and delete it

Expected result

The filter operator doesn’t change when removing all existing values in multi-value properties like file tags.

Actual result

The filter operator resets to “links to”. Depending on typing speed, the operator can change in the middle of typing the new value and truncate it, causing chaos.

Workaround

Type the new tag before deleting the existing.
