Links to headers (e.g. Page#Section) results in separate nodes being generated in graph view.

I have a link from “Certainty Effect” to “Von Neumann-Morgenstern Rationality#Axiom 4 Independence”. In graph view it’s resulted in a link to a new node, rather than association to the existing page.
