I have [[link]] on every page, the content under each link is tabbed so that the Link will be collapsible. If I put a collapsible callout in the link block it will not collapse actually it ceases to be a callout.
I have added the callout by command pallet and by typing it in. If I select the whole callout and shift tab until it is no longer indented it works as expected.
I don’t know if this is a bug or I’m doing something wrong.

You can work around that by indenting by fewer than 4 spaces. The indentation and folding will only appear in editing view, not in reading view or exports (this is also true of your current way).
if you’re open to changing your syntax a little, i’d suggest making the [[link]] a heading, and not tabbing the content under it. that way, everything is collapsible in reading view as well, and the callouts will also work as expected.
